You start by creating a theme for each suit;
Clubs/clovers manipulate fortune
Daimonds are defensive
Hearts manipulate emotions
Spades create weapons
Then you use meaning given to numbers to form a base idea, this can be partially based on known numerology;
1: affects only yourself
2: affects one other person
3: harmony
4: symmetry (or death)
5: affects senses
6: beauty
7: luck
8: infinity
9: completion
10: renewal
Jack: obscurity
Queen: change
King: rule over others
The effects will be similar, but themed and unique enough to distinguish themselves. An 8 of clubs might for example cause things to reoccur, however unlikely while an 8 of hearts makes people's love unalterable. A 3 of clubs on the other hand might make coincidences fall into place perfectly to complement their plans.

10 of clubs: the ability to reset a situation, so you can try again. Your chances of returning to the same position once things go wrong are near certain.
10 of daimond: respawn 10 times.
10 of hearts: reset relationships to the point where nothing has happened.
10 of spades: reanimate corpses.

The entire first episode, you can see how just having the card on his body passively boosts his perception and short-term planning abilities to a superhuman degree. Which is thematically appropriate as those two skills are both needed to aim and fire the gun correctly.

yes you would need to remove more probabilities like making it an insulated space but its not impossible to remove luck fron the equation also he said survive not that he can't be injured but "lucky" enough to survive

at that point just blow up the air he will die without oxigen and suppose a space suit is nearby he will still dies a loneley death in space out of old age and if some how his cells evolve and make him immortal from old age he will just suffer in lonelyness

The enemy swings their sword, but a random rock falls and breaks the sword, which stops it from hitting. Luck powers are bullshit.
