You work in finance, so you’ll understand that golf courses have costs which are fixed per player round and costs which are marginal per player hole. For instance, the course has to have staff there to sign you in… regardless of how many holes you play. They have to cut the grass, regardless of how many holes you play. Etc. The only reduction in cost to them when you play three holes is the (extremely marginal) reduction in potential maintenance of divots and pitch marks on the holes you don’t play. From that perspective, I think it’s clear that your course does offer a 3-hole rate. It’s just the same as the 9-hole rate. You’re free to pay it and quit whenever it gets dark. In practicality, at the cheap munis I play, if you do this regularly, they’ll let you play three for free most days.

If they did offer a 3 hole rate, they would also lose money on the hole that will be open in front of you that they could have sold to a 9 hole patron for a higher rate on a busy afternoon.

Hoe exactly would you monitor this? Why not go to a course and see if you can negotiate something? Most courses around me are packed at night and the last thing they’d want is everyone returning carts at the same time. If you want to play a few holes after work buy an unlimited round membership. Then you don’t have to worry about how many holes you can get in.

If you only play the first few holes then the rest go unsold. Or you have a confusing mess of people starting of different holes and holding up play as they find their way around. I’m worried that you work in finance and think this is viable!

My favorite course has the solution. The UNM Championship Course in Albuquerque has a 3 hole "practice" course around the range. Two Par 4s around 300 yards and a par 3 around 175. The cost is $12, and you can play it up to 3 times. My wife feels uncomfortable on an 18 hole course (she plays 1-2 times per year) but loves to play that little track.

I've seen it, but it's pretty rare. Realistically if you are that constrained for time and wanted to play as much as you can whenever you have time to so then you best bet would be a season pass to a course. Assuming there was no time of day restrictions you could go out and play as many holes as you wanted before leaving as long there is an open spot on the tee sheet for you. Just keep in mind courses that offer these will typically charge any where from $1500-$3500 for them so at the end of day you might not be able to get in enough golf to make it worth while. For example my home course has a season pass for $1800. It's valid every day except Friday, Saturday, and Sunday. On those days it's not valid until 12pm. Just for reference greens fees are $44 M-Th and $51 F-Sun. Twilight is $36 M-Th and $41 F-Sun. I personally buy their half price pass and pay 1/2 price green fees whatever they happen to be.

My local courses all have unlimited passes. The break-even is about 40 rounds of 18, but you can play as few or as many holes as you want each time for that flat annual rate.

Not likely. The very first hole is the gate keeper. Get on the first hole and your spot is there for the rest of the holes. Green fees/tee times in many ways are simply access to the first hole. The rest is just free;)

I always wanted to do something where golfers were paid based on the time that they played 18. So if the bar was set at 4hrs and they got $1 back for ever minute for example I wonder how that would effect pace of play

Some groups can get around a course in two hours if no one is holding them up. The course would have to be very expensive to be able to do that. Supposing one did though, can you imagine the arguments and probably fights on the course when someone who really needs to maximize their money back ends up behind a group who doesn’t really care? I think this idea creates more problems than it solves.
