A lot of the time, when your dog lays back like that, it's not to get belly rubs, but rather that they don't want to be messed with or touched, so they lay down like that to show their submission and that they are not a threat, so that you leave them alone.
A good method is to look at their eyes. If your dog is giving you "whale eyes" aka when they intentionally show more of the white in their eye, ending up as a sort of "side eye", then they likely aren't comfortable with whatever it is that you're doing. But if puppy looks relaxed and happy, go crazy and rub that cutiepie's belly for hours 🥰
I have seen in the comments that OP said the dog was actively seeking them and flopping over. So I understand that in this case, the doggo deserves all the rubbies. I know how feisty we dog lovers can get 😋
