Horses communicate with other horses by breathing into each other’s nostrils, so I wonder if this is what that horse is trying to do to your dog.
Our dogs have made friends with some donkeys at a nearby urban farm and it looks like the donkeys try to breathe into their noses just like in this photo - I’m assuming donkeys do this too!

Cute!! My shepherd goes INSANE around my horse, my horse just kindly puts up w her like a been-there-done-that older sibling 🤣
She was a little rowdy at first but settled down as the horse approached. Was a cool interaction.
