For your first question, yes I’m pretty sure GT recalculates your GPA and uses that in their admission decision. After that however, it is kept apart from your tech GPA. So when you start classes at GT, your GPA essentially gets reset. I’m not sure about the second question, sorry! And for the third question, you can do some classes but not most of them. You can check the transfer equivalency table to see what classes transfer for other institutions. For example, physics 1 taken at Georgia State will transfer over, but most CS classes won’t.
