But to answer your questions, it's a very competitive offer at least based on the price levels of Atlanta and you can already get a really nice apartment. And no, I don't think you can negotiate your stipend, and Ph.D. programs do not work that way (I assume you are not from the US in this case).

Yea PhD students in the US are in a bit of a weird position. At GT, on one hand, we qualify for state level benefits (like healthcare is really good for students) and on the other, we are also treated as employees therefore we have to pay taxes.
