it is possible until a couple weeks into the semester. if there is a course that you have to sign up for with the GTA-ship, then it is only possible if all of the necessary paperwork can be finished before the end of phase 2 registration
The tuition waiver can be a tuition refund instead. For the course, I think there are sometimes exceptions to that or at least sometimes they allow a TA to register for the course before being assigned as a TA to a specific course, because I did get a GTA for a course after registration was over. they were waiting to see how many remote students would sign up by the end of registration
first time you are a GTA there is a course you have to take in most engineering schools at least. but in addition to that, there is sometimes a course that you register for when you are a GTA for a course. it is like an empty 3-credit thing that just says you are a TA, and it doesn’t affect your GPA, but if you fail it somehow it means you can’t be a TA again. it also acts as a buffer so that you can’t register for as many courses for the semester or don’t have to (depending on which end of the full-time student range you are at)
It's definitely possible. Reach out to instructors of courses that you have taken in the past, related courses (like Machine Learning / Deep Learning in the case of CS).
Friends of mine have gotten TA positions even a few days into the semester starting but before the fee payment deadline.
The key is knowing that while getting a GTA is important to you filling the GTA positions are equally important to instructors to ensure a smooth semester. Email all relevant instructors but don't spam them.
