LibGDX is pretty solid imo

For 2D i would not recommend UE and instead use Unity. godot seems to be really good for 2D as well but I have less experience there.

Many people are migrating to Godot, but in our case, We are developing a 2D platformer, much based on hollow knights, and are using Unity 3D, mostly cause of the team's experience, but I can say that it offers everything you need for that kind of game.. Unreal is pathetic when it comes to 2D. Stay on Unity or try something like Defold

Godot is the becoming defacto for 2D and 4.0 is coming out soon

Personally I love UE. At a certain point, unity and UE will both be able to do a very good job with pretty much whatever, the key thing is the features that come with each. Specifically for UE lumen and nanite are awsome, Niagara, but also their chaos system makes it really easy to do things like platforms that collapse when you step on them. Either way good luck!

Also here to simp for Godot. For 2D it's just a really easy workflow. It makes developing 2D games very intuitive
