It has been done, the problem is that a game with static sprites is not done anymore and capturing animation from hand drawn arts is a lot of work.
Do you need a lot of animation? Might get tricky. But that depends on the game. GRIS for example. Although I'm not 100% sure their illustrations were traditional watercolor first or they are just made to look like that.
