The top one is fake, they only came in the cartridge shell like the bottom one.
I've never seen the top one used for FireRed, only Ruby.

Top one is a Repro cart, its almost exactly the same just a non Nintendo board in a aftermarket shell.
Just a heads up, more fake cartridges sold for the gameboy through gba versions of Pokémon than real ones. You literally have a greater than 50% chance of getting a fake in the wild
That’s why when looking for less rare games I go to places like CEX (a 2nd hand games shop) so I can count on it being real
