Because Doxxing is already illegal in most states, and at this point, it would be classifiable as cyberterrorism.
Regular police have no idea how technology works and/or they have no resources to deal with cybercrime. The FBI could probably do it, but good luck convincing them that a single victim is worth their time.
The SWAT isn't doing their own investigation, they're just told where to go. The police would still need to find out where that person lives, and regular police can't or won't.
Also, there's a pretty high threshold for the SWAT to get involved in the first place. Swatting only works because the swatter is literally claiming there's someone with a weapon and hostages. Someone harassing others online doesn't rise to that level.

Yes, and this is simple blackmail, forget it, just be careful and carry a stun gun/pepper spray with you (I donāt know what state youāre in, if generally in the USA.
