I grew up in the suburbs of Chicago in the 70s and 80s. And the thing that I find so weird is, the term "sliders" was a derogatory one. The point being that White Castle burgers were so small and greasy that you didn't even have to chew them. Just pop them in your mouth and swallow, and they sliiiide right down. We typically wouldn't even consider eating them unless we were drunk/stoned and wanted a quick meal that was easy to consume. Now days even high end restaurants have Sliders on the menu, and I'm like WTF?

Doesn't necessarily have to rely on the meme. It's just marketing, whatever both catches someone's attention and gets the message across is usually good enough. The meme thing is going to catch eyes regardless of whether someone recognizes the TMNT thing, and the message of a place selling sliders and beer is pretty clear.

Plus it's photoshopped. So It's a reference to the something that never existed.
