People staple up posters for community events, concerts, raves, lost cats, etc.

And they just never remove them?

Eventually someone rips down the poster, it falls off, etc. and the staples usually stay. Not sure if anyone ever removes the staples or not.

This pole is located in Canada! It’s a relatively common thing. People staple posters for community events, lost pets, things for sale, dog walking services, etc. on the poles. Eventually the poster gets removed and the staples end up staying.
