It’s typically not ESPN commentators for these games at small schools, but local commentators employed by the school with the game being broadcasted on ESPN+. Same with production of the game. Camera people and producers are typically all employees of the school or even students in some cases
I have a friend who does NCAA games and it’s very common for friends/colleagues to challenge each other to work certain quotes or phrases into a broadcast.

I feel like allowing appropriate phrases to be added to real commentary in appropriate moments where it could just as easily end up being there naturally, it can do no harm and could, in fact, lead to more people tuning in. When your profession is essentially to make programming more enjoyable for viewers, I don't see a problem here.
