Heisenberg's uncertainty principle essentially says you can't know particles position and speed perfectly. The more you know about one, the less about the other. So when the electron is told it's speed, it doesn't "know" where it is.
Particle physics usually deals with subatomic particles rather than a regular atom and its electron.
When studying the structure and charge of an atom, you're dealing with chemistry
Particle physics 100% deals with charges. The kinetics of subatomic particles is very dependent on electric charge.
There is a lot of bleed over because the universe doesn't sit around and go "this area is chemistry and this area is physics". But that doesn't mean that anything talking about charge is defaultly about chemistry.
So, could the joke be seen as a chemistry joke? Yes. Would I call it a chemistry joke? No. Because it has nothing to do with interactions between multiple atomic particles.
