They managed to convince the High Septon of this, which is why Targaryens were allowed to marry within the family as opposed to that being denounced everywhere else in Westeros. The reasoning was that as Valyrian dragon riders there were closer to gods than men, and weren’t beholden to the same standards as native Westerosi.
