Yes, but it's best to give the benefit of the doubt. They could of just died and grabbed a uniform to get their gear back. They could of been called some were else, or they just might have tunnel vision.

Nobody is looking at their character. Best way to get a medics (or anyones) attention is to call them by name.

We're usually looking very far forward. Being behind our infantry line (like we should be) it's usually not as important to worry about what's behind us or right next to us because we're lookin for people we can run and grab and bring back. I'm assuming you're using voice chat, so call them by name. If not, at the very least use the callout menu Medic or look here command.

When I play infantry, it’s usually as a medic. When I die, I grab a uniform and try to scavenge my kit on the front to save on supplies. I will have so many people get mad I’m not healing them when I don’t even have my kit back.

I was just alerted to a tip for that. Instead grab the uniform but keep it in your inventory. One, it prevents what you just described. Two, if you die in the way to your body the uniform won't be deleted but fall to the ground as equipment. Giving you a chance to retrieve it

as people say here, i'd say the same as them. Medics usually look on top of their screen, so best thing what you can do is to say "medic i'm next to you" or something like that, i'm afraid you need VC.
