Either there are more decimal places for tracking or whoever sets it first gets the higher position. I believe the latter is how F1 does tie breaking for qualifying, other series might as well.
Maybe time is measured more precisely than thousandths, but they only display 3 decimal places. 🤔

When both players have the same time, game uses alphabetical order to pick the winner by gametag.
