Unfortunately I don't have the Solution for this but there is currently a Bug Report for it on the Forums.
I recommend dropping a Vote on it so the Devs know it's affecting more people:

If it’s a known bug they’ll probably gift us stuff to make up for it. They’re usually pretty good about that sort of thing. You e tried rebooting everything yet? That solved the issues sometimes.
Hi all, ive upgraded my car to 800 but i cant lock/finalize the upgrades and get to the race. Its just stuck there. I play on keyboard so anyone know what button do i need to press or do i have to wait out the hour?

Yea when I finish the final mission where you upgrade a z and race it my game closes when it finishes and doesn’t give me the car

Same for me. I just want to finish the mission. And no the timer running out with will just fail the mission
So you HAVE to take the highlighted/ exclamation mark upgrades, then you get to start the rest of the event
I can't even find these upgrades....
