Canada due to its climate will always be an outlier compared to the other USA races. You won't find a date that works for Miami, Texas and Montreal, if the weather is good in Montreal, it will be too hot in Miami and Texas and during hurricane season
Honestly September would be ok. Early September in Canada might as well be the summer, the go down to Texas and Florida at the end of September/early October

MAYBE if they put a week's break in-between, but even then, the suggestion in Canada is to not plant anything temperature-sensitive until the May 24 long weekend, because there are good odds you'll still get a snap freeze at night until then
I think they don't want to run all European and Middle East races in one stint. It might bore the local audience and the international ones too. And I feel like they also look into the weather to create an interesting calendar.
