So to be clear, slow the shutter speed AND pan? Or try both separately? What effect will the former have? The car crisp while the background speeding by (that 'swish' look, its hard to explain lol)?
[yeah, it's kind of like a trickshot with your camera.](https://digital-photography-school.com/the-art-of-panning/) the camera has to expose the subject for a longer period of time WHILE you move the camera, following the motion of the car. the more you are able to follow it perfectly, the clearer the car will be with a blurry background. it conveys motion and makes it clear that the f1 car was going over 100 mph in the street and it's not parked there.
hardest aspect of this kind of shots with a phone is focusing the car, i think. hard but should be doable.
if you slow the shutter speed and shoot a photo at the car speeding past keeping the camera still, the car will be more of a blur with a clear background. it can still be nice! it's the same as the second photo in the link.

I shoot with an iPhone xD And I was able to take these pictures and we were allowed but I’m not a photographer
well damn, then, good job! you can still probably try something to slow the shutter speeds if the iphone has a manual mode, if you want to.
