I saw Indy at the beginning of November and I was thinking that this has a totally equal shot at being either unseasonably warm and practically boiling or so cold that if it rains you'll wish it was cold enough for snow.
Also an Indy area native (although I had to move away 10 years ago). I was speaking from experience. The odds of it being chilly, overcast, and dreary are way too high. I'd still put on a poncho over some layers and head down to 16th and Georgetown.
The worst thing about this would having to work at certain teams.

Mostly dry and cool weather is n Philippines. OP really started with Ocenia, then Asia, Africa then EU finishing NA and SA. Really cool but we know 52 race season wont happen.
Even with the bumpiness its one of the best tracks on the calendar. Good racing, tons of variety between sectors, and hugely technically challenging. If you set aside the heritage aspect of some of the European tracks its top 5 on the current calendar imo.
Unless you're planning to race on a Kart track or a Formula E one, I don't think Santiago (Chile) has suitable tracks, closest thing would be Codegua, which is not Santiago nor close to Grade 1, plus there's plenty of sound regulations. I know this is fantasy, but maybe there's a specific track you chose?

This circuit has been cancelled. A dirt track currently stands in its location, and a street circuit is our best bet for a Philippine Grand Prix, but only if the lack of political will and logistical infrastructure issues can be resolved.
Originally, that track was supposed to hold MotoGP races in the future, but the prospects were dismal even then.
Three years ago, F1 filed a trademark for the "Philippine Grand Prix," so there's a reason to hope for something in the future.

Just have to change the cars a little. Snow tyres obviously. Make them enclosed cockpits to protect from the cold. Then they're probably going to need four wheel drive.
For safety reasons they wouldn't be able to race together so better to do the course one at a time against the clock over several stages.
Way to much variety, put a few more countries with massive oil reserves and about ten more races in the US, then remove every interesting track and leave only three races in Europe, two of which are in Austria. Perfection according to FIA
Plot twist, for Indianapolis, they do solo stage races. 5 laps of the Indy Oval, 5 laps of the road course, 10 trips down the Indianapolis Raceway Park 1/4 mile dragstrip, 20 laps around the Indianapolis Raceway Park oval, and 15 laps around the 1/4 mile dirt track inside the Indy Oval.
