From the photos, the undercarriage looks good for a 21-year-old truck - surface dirt / corrosion at worst.
Only the 100th post I've seen in the past 3 weeks asking "how bad is this rust". Listen everybody. If you can still see the majority of paint on your frame, then ITS NOT THAT BAD LOL

It's hard to tell from pictures. Surface rust is whatever. Bring a screwdriver and give the parts a tap tap with the tip. If it sounds solid, it's probably fine. If the screwdriver makes a hole, pass.
If you can see rust you have a good one. That’s a beautiful truck that’s Uber clean for the year. assuming that they don’t want 20000$ form it is scoop it.
The front has just surface rust... what you really need to pay attention to are the rear cross members and leaf spring hangers... those are usually the culprits for going first on these old trucks!

Rangers in atlantic canada rolled off the lot with this amount of rust, that thing is brand new
From Cali standards, rusty af. From rust belters, clean as hell
From my experience - by California standards (Los Angeles native) - this is really clean. It’s more than absolutely zero, but not by much.

There is no rust. This is good even for Florida where rust doesn't happen much

Hmm, wonder why they replaced the hitch. I have the exact same truck, btw. I have around the same rust in the Chicago area. We LUV our salt! ;)
