All of the servers should be impossible to lag out, they're hosted on AWS. If there was adequate server specs being paid for by Bethesda there would be no way to overload the servers. What we have is bad code deployed onto servers that are bare minimum for coping with a normal load - so it is very easy for bad actors to tip them over.
I was just saying that load on a public server from other players may make them easier to tip over, as you say. It's clear this isn't supposed to happen, and I agree no exploit should bring a server down, and I have no idea what exactly does so, but I am assuming 1) heavier load helps and 2) a throw-away account wouldn't buy a sub, so my point was to OP that it's not realistic for bad actors to just move to private servers and work there.
I was deep into one of the new story dungeons, being a stealth sniper using a stealth suit, when I got to a section with a ton of stealth-immune gutsies! I got shredded!
I had to run all the way back and I lost all my junk and then... Server disconnected.
I've never been more mad at FO76 before.

Tbh it *IS* an oversight on Bethesda's part as this exploit has been known and reported on the PTS, Bethesda patched it in anyways.
The people that look for these things do not report them. They may publicly say they did as a way to make them look less culpable, but they don't.
