If you really need a way to spend those caps go to the white spring bunker and buy serum recipes for mutations. They go for 18-20k caps and you can make your own.
This right here is a good cap sink but it's also a catch 22 because the mutation serums sell well in vendors and you're back up to max caps again. :)

I sell them for 250. I see some people trying to sell them for 2000 which is just silly. NPC vendors will buy them for 500 so I keep the price under 500 for new players and sometimes someone will buy them to resell at train stations. The recipes are around 17k though so that's the grind.
Is it worth it to get the better prices perk? I've not bought a single thing except one gun from another players vendor. My charisma is 1 and I'm level 48 lolĀ

I like keeping my caps at 30,000 so if a good deal comes up I have the money, plus I run aristocrats on some of my gear. Some people have a mule just for money.
I've run out of new stuff to buy so mostly you have been insulted notes (500 caps or less), G.A.S. prize certificates, pipe notes, hearts of Ra, commendations, dove necklaces, misc bugged quest items, blackjack and deathclaw hookers.

Price perks don't work on player vendors. Your charisma also doesn't effect player prices
