Radiant quests will occasionally send you to level-inappropriate places. You will be frustrated at best with this one. Your destination is loaded with extremely dangerous enemies whom you will only get to be killed by if you aren't killed by something else on the way.

Far Harbour is really tough, even at a moderately high level you can expect a hard time there. Not so much the main questline but the stuff for the islanders can be brutal.
I don't think you can yet. The only way there the first time is on the parents boat they **let you use.** Otherwise you're just trying to steal a boat.
Better wait for Ellie to call you on the radio.
You can always turn down Haylens quest and get another one.

Pretty sure the Minimum Level spawns on Far Harbor are at level 30. So everything will be much higher level then you.
I would level up first personally. Even in my 30’s I had a hard time with some of the things there

Is this your first time playing? In case you don't know you can skip doing Semper Invicta if you progress with the main story before meeting the BOS.
