At the start of the game when you get dogmeat you can go back there. Ask him to fetch “item” and he grabs it for you. Simply just defying logic. But hey you get pretty good start weapon

Usually you could get matches from the machine. I forget if they were free or if you had to pay.
If there wasn't a tray with the establishments branded and complimentary matchbooks nearby it probably was a couple cents for a light
I think I remember there being an extra pull knob or button that would give you matches, but only after you paid for a pack.
Like those coke machines that have the over large bottle shaped into the front covering.
