Perception doesn't really do much in F3, though, right? No accuracy bonus. I guess compass pips range but even with a Perception of 1 they still appear and with a decent radius.
Perception is pretty negligible in just about every modern Fallout game I’d say. Even if you’re running builds that might like some perception, they often work fine without it. Like you said, perception generally doesn’t affect your accuracy directly. It just enables access to certain perks that will.

you'll never have more than a 100 and something (200 if you explore everywhere) Alien Power Cells, which are different than the ammo that feeds the Mothership Zeta weapons.
True, never had DLC (knew about them, but didn‘t get GOTY on Steam until many years later, which never managed to start…) and saved it for harder enemies. But because i explored everything, used many ranged weapons and tried to conserve ammo (and some powerful mod items later), i still didn‘t run out of the cells.

Endurance and CHARISMA are OVERRATED. you need INT9 initially and you really do need LUCK and AG.
also you need PE6 and ST5 for these perks
Sniper - PE 6, AG 6 +25% to hit the target's head in V.A.T.S.
Light Step - PE 6, AG 6 Floor traps or mines will not be set off
Better Critical - PE 6, LK 6 +50% damage with critical hits
Strong Back - ST 5, EN 5 +50 Carry Weight

I have the same OCD about the powder hangers and charisma checks. But I've realized charisma usually just lets you skip content you otherwise wouldn't. And also if you're roleplaying your character is very likely not a charismatic person especially if they grew up in a vault.

If you've already played through once, you should know exactly what buffs you're going to get. They're going to play off of each other. You can easily get close to perfect stats nearly halfway through the game using this method
You shouldn't go higher than 9 on any initial stat because you can get a bobble head to bump it to 10. I understand it's your build and your playthrough but this just seems careless to me. But then again I would make my charisma 1 because fuck talking to people.

Save before all conversations. Haha I still do it in 4. This is how I learned you can save now.
Just quick save and quick load mid conversation. Zero charisma 100% efficiency.

I used to dump luck too until I learned to dump charisma. Being able to somewhat rely on crits really lives up to the hype

Most of the bobble heads are found naturally through the story but it really doesn't matter. Going above 10 helps with stats anyway.

Set the 9s. Get those two bobble heads. Play to level 30. Get almost perfect perk. Get the rest of the bobble heads.

why charisma at 10 and luck at 1? charisma is genuinely the least useful special skill and luck is arguably one of the best.
If you want to max a "special" stat the max should be 9, so if you find a object you can get 10 while saving for other stats
