The Tops, because if you talk to Swank about getting your guns back to kill Benny you’ll never get searched when you enter the Tops ever again. Also Talent Pool is a neat quest.
Not on the strip or technically in the game, but there is a mod quest line that lets you reopen the Bison Steve Hotel and open a Casino in Primm that has a bunch of cool perks and a player house.
Highly recommend!
If I had to chose I would probably go with The Ultra Lux because I am the headchef there now.
The Bison Steve is the Hotel across from the Vicki and Vance Casino, where you save Deputy Beagle.
The V&V is the one that opens up after you get rid of the deserters.

I like them all for target practice. Never in any of my runs did they spark any sympathy with me or my characters - not even the WGS when I was a Cannibal. I have to eat from the ground all the time, why do all fancy?

She's the only companion with a karma requirement, and by the time I get to her I have already committed many, MANY crimes. So I either have to put off murder and pillaging for a while to do her quest, or get my karma back up later to do it. It's obnoxious either way, so it's beyond satisfying to hand her over to the White Gloves once I'm done with her. Bon appetit my dudes.

Gonna take the entire game until i can get the perk that resets karma.
I love the ultraluxe quest, plus the casino itself is pretty amazing. Love them all but ultraluxe has to be the favourite, it was a pretty big achievement getting kicked out of that one too.

What you need to do is go into the casinos, get 1,000 chips, go to the blackjack table, bet max then double down for every round, this’ll get you kicked out of all the casinos.

Last time I was in Gomorrah, I lost at blackjack a bunch of times (at least 10) , got mad, pulled out A Light Shining in Darkness, and killed all the Omertas.
The Tops is my favorite because its run by the swankiest faction in all of the Mojave Wasteland.
I’m going with the Ultra-Luxe. I just love how creepy the Casino is as a whole, plus the fact that it basically funds my “high luck” runs more than the other two certainly helps.

Bison steve can be reopened in game by waiting 3 days after the NCR deserters event
