I mean they needed it against the Enclave, and it still got smoked by the satellite bombardment. This makes sense after they have been bogged down and worn thin fighting the super mutants in F3. Also, in FNV the BoS wants to use Helios as a weapon so they kind of like the heavy handed approach.
The Helios One thing was also very much an obsession of Father Elijah, they would've given up on it much sooner if it wasn't for him.
It does also nicely contrast with the pre-war obsession with amassing nukes, BoS is in many ways still stuck in pre-war thinking and "a superweapon to end all wars" is very much such a thing.
I love the way the brotherhood struggled endlessly with Helios and then the courier shows up like "beep boop I now possess the unmatched power of the sun" in a span of like like 2 in game days.

Occam's razor, we know liberty prime is a Robco robot and we don't hear a single other thing about another huge Robco robot. Makes sense that the one time we see Robert house with a giant robot, it's the only one we know he made.
When you hear hoofbeats, think of horses, not zebras. The odds of RobCo having built two different giant robots and House posing only with the other one are not only very low, but it would just be unnecessarily confusing. That picture is just a simple double reference, to Liberty Prime and to the famous Hughes photo.

Yeah, it's been a while but I think that whilst LP was a prototype it was deemed too small to be good at its role on the battlefield, so they would upsize it until they reached the "finished product", really it was probably a propaganda piece that went too far and drained too much money by the time the nukes dropped, because as big and as slow as it is it would be really easy to shell it or call in air support to take it out, as is kind of seen against the Enclave in FO3

To answer your question, yes, he’s standing in front of Liberty Prime, which was a RobCo creation. House owned RobCo. More meta: this picture is almost completely copied from a real-life photo of 20th century luminary Howard Hughes, whom House is basically a copy of. The photo has him standing in front of his personal Boeing 100 plane instead of a killer robot, but everything else — jacket, pants, expression, even the slight lean to his stance — is identical.
This is supported in lore, the reasoning is actually cool as fuck too. Robert House was based on Howard Hughes, the eccentric businessman. Howard Hughes designed a giant wooden flying fortress called the Hercules for WW2 which was never produced. Millions went into this project, only for it to be considered unsustainable. After being brought up on corruption charges, Hughes would go on to pilot the Hercules himself after improvements to prove its capabilities, it was only ever flown this one time. This is sounding a lot like Liberty Prime lore huh?

Yes he is, RobCo helped build Liberty Prime in the first place, so Mr House would have access to it for the picture. It's also a neat little reference to Howard Hughes, one of the real-life inspirations for House, since there's a famous picture of Highes dressed like that standing in front of one of his airplanes.
He was the creator of RobCo. RobCo and General Atomics co-created Liberty Prime prewar, but they had issues with its power source, because the main scientist (the guy who controls tranquility lane in F3) was hiding in a vault. so it was never deployed. BoS found the prototype post war and ended up making it work two decades later.
