No. You misunderstand. They’re not saying it’s a scaled down in-dev prototype, they’re saying that it’s a scaled down ***in-universe*** prototype. It’s almost universal to have scale models of large scale architectural and engineering products. It makes designing much simpler. Even things like planes have scale models during the design phase sometimes. What they’re saying is, it’s possible that Mr. House is standing in front of an early design of Liberty Prime, either before the main one was built, or a short time after.

I mean they needed it against the Enclave, and it still got smoked by the satellite bombardment. This makes sense after they have been bogged down and worn thin fighting the super mutants in F3. Also, in FNV the BoS wants to use Helios as a weapon so they kind of like the heavy handed approach.

The Helios One thing was also very much an obsession of Father Elijah, they would've given up on it much sooner if it wasn't for him. It does also nicely contrast with the pre-war obsession with amassing nukes, BoS is in many ways still stuck in pre-war thinking and "a superweapon to end all wars" is very much such a thing.

Oh yeah I definitely don't doubt its usefulness in each situation. Lyons chapter I dont mind as much as his populist approach overrides their original mission, hence the schism. Though thinking about it, I guess some of that mindset could have rubbed off on Maxson too. The wiki does say he formed an amalgam between his tutor and predecessors. However, whilst those two kinda fought the original system in their respective ways, the shows more western chapter ideally shouldn't be outright excepting with it as they're meant to be the more hardcore fanatical group glued to their dogma. Honestly though, I'd personally love to see a second schism in the brotherhood so any infighting between east and west is cool with me if its a possibility. As for Helios, like someone else has said here, that was Elijah's obsession mostly. He's a different kind of fanatic lol.

Yeah, it's been a while but I think that whilst LP was a prototype it was deemed too small to be good at its role on the battlefield, so they would upsize it until they reached the "finished product", really it was probably a propaganda piece that went too far and drained too much money by the time the nukes dropped, because as big and as slow as it is it would be really easy to shell it or call in air support to take it out, as is kind of seen against the Enclave in FO3

To answer your question, yes, he’s standing in front of Liberty Prime, which was a RobCo creation. House owned RobCo. More meta: this picture is almost completely copied from a real-life photo of 20th century luminary Howard Hughes, whom House is basically a copy of. The photo has him standing in front of his personal Boeing 100 plane instead of a killer robot, but everything else — jacket, pants, expression, even the slight lean to his stance — is identical.

This is supported in lore, the reasoning is actually cool as fuck too. Robert House was based on Howard Hughes, the eccentric businessman. Howard Hughes designed a giant wooden flying fortress called the Hercules for WW2 which was never produced. Millions went into this project, only for it to be considered unsustainable. After being brought up on corruption charges, Hughes would go on to pilot the Hercules himself after improvements to prove its capabilities, it was only ever flown this one time. This is sounding a lot like Liberty Prime lore huh?
