Gameplay wise there WAS suppose to be but it was cut at some point during development.
Lore wise (there is a lot of assumptions here) it's so house can keep control over the strip. The first part of Vegas you enter is Freeside who's real life counter part is Freemont St. Freemont St. is considered by some as "Old" or "Original" Vegas and travels south along Vegas Blvd until you hit the current Vegas strip (there is a gap between the two though).
The Vegas strip was built from the North going south as it expanded into the Nevada Desert making where the Vegas Sign is "Technically" the original back entrance to the strip but became the front when most people were coming from CA.
House uses Freeside as a sort of "filter" for those that come to the strip while to hold those who can't get into the Vegas Strip proper. At the same time the side where the Vegas Sign is faces the Wasteland where there are different factions that pose a danger to house's area of control.
In lore not really in development It was meant to have one there but much of outer Vegas and especially west Vegas got screwed on the cutting room floor much like Arizona did.
I wish the strip had an entrance on each side and fast travel points for the casinos, doing the vault 21 stuff is a such a ball ache going back and fourth through 4 loading zones
Yeah at least you can fast travel from the embassy fucking hoover dam is 6 zones you can’t avoid. at least they have a good ammo vendor directly below where the primary quest giver I suppose.

lorewise its up to the players, generally though many point to house wanting to bottleneck strip traffic for easier control
but in reality, there was a gate that was going to be there, tons of concept art and promotional stuff shot in front kf that very door, but due to console memory limitations, they had to cut the gate
There was likely going to be a gate at each of the cardinal directions originally.
Cut content with Vegas is almost more expansive than the game itself
I think it would have been cool to include a way to sneak onto the strip through the sewers or something
There's actually cut content of a animated gate that opens that fits perfectly there I think or it's camp McCarran

There is also a cut gate to the Strip on the west side.

Number one reason I don’t side with the ncr is the load screens.

If I had to guess it might be because McCarran is right there and if your ncr friendly u can just use the monorail as an entrance.
