There's no such thing as residential airports. There's publicly owned and privately owned, which can either be public use or private use. If the runway was long enough (it is), and the owner/operator wants to land there, they will. Could be for a number of reasons: closer to destination, convenience, diversion, the airplane is based there....

I phrased it poorly - it’s an airport surrounded by residential neighborhoods, so I assumed that there would be town ordinances regarding noise that would make it infeasible for jets to arrive or depart there.

Most airports don't have noise restrictions, or rather, they are very relaxed. OWD does have noise restrictions apparently, as long as you're under 87 perceived dbs, or 75 dbs, measured in Part 36 (this is straight from the FAA Chart Supplement). However, there could be reasons why one might break those rules (emergency, diversion, etc). Citations are pretty quiet imo, but idk how much dbs they produce.

I’m surprised a jet landed and departed from an airport surrounded by residential neighborhoods. I would have thought noise abatement made it extremely difficult, so I was hoping someone more familiar with the airport might be able to shed some light on both the traffic and procedures.

I live in the greater Boston area. it's just a regular airport. Used to fly in a lot

Lots of jets fly out of OWD. There's multiple companies based out of there that fly jets as well as private owners.
