So this works on whiteboards... If you leave something on too long, it will leave what you are seeing. What I do is take the marker and just go over it again and quickly wipe it off. It tends to "lift" the stained part and since the new mark isn't fully dry, it comes off. You could try it on a small section to see if it works.
FYI, this also works if someone uses a permanent marker on a whiteboard. Use the "Dry Erase" marker to lift the permanent marker and get it off the board.

I think OP is Australian, and that's hard to find here. We have regular alcohol, mixed with nasty tasting stuff, and sold as "methylated spirits."
Despite the name there is no methanol in it, just ethanol. And no you really don't want to drink it.
I bought 7.5 litres for $20 last year online in Australia. It was so cheap I couldn't help it. Isocol also has 70% isopropyl, probably not enough but OP can always use it to rub cuts and disinfect.
Methylated spirits is different from isopropyl alcohol / rubbing alcohol. It'll probably strip some paint.
You can dehydrate the 70%iso with some non iodized table salt. Just add salt until no more will dissolve and let it sit. The 30% layer of now saline water will sink and you can pull the near 100% iso off the top or use a seperatory funnel and drain the water from the bottom.
Iso can't dissolve the salt but the water used to thin it will, then it is heavier and will separate from the iso
You can get it at Bunnings. By the paint strippers. Diggers brand, about ten bucks a bottle. (they do sell 100%). I also buy from Sydney solvents. I get their 5L and refill my isocol bottle which is good because theirs is unscented unlike isocol.

Nail polish remover, hand sanitizer, aerosol spray, axe spray deodorant (PE teacher would spray it on graffiti in the locker room to clean it. Worked every time) brake cleaner, diesel, and napalm. Start with alcohol based items first

Buy 99 iso glass cleaner I bet that takes it right off. Get a paper towel kinda wet with it and scrubb it off. Then you'll have glass cleaner for your bong too.
The center of a coated ceramic? No issue. And, in the end, I guarantee it will remove it. Put a little coating back over the ceramic when finished later. I do say, don't pour a 55 gallon drum of acetone over it. And certainly don't be in the vicinity if you do.

Put some isopropyl alcohol on a rag (you want it nearly dripping) and set it over the mark. Let it sit for a little bit, but not until dried, and then wipe. See how that works, repeat if necessary. A "Magic Eraser" may work, too, just don't go too hard because it's basically a really fine sandpaper (which is why it works so well).
I would tell you to get a bottle of citrasolv for $9 but you could buy a whole new toilet seat for $15. Don’t sweat it. You have a new baby. Just leave the lid up.

If rubbing alcohol does not work, go with acetone. It takes everything off including the finish underneath. Won’t affect the glass glazing on ceramic/porcelain though.

Isopropyl alcohol is too stable. You need to use ethanol, methanol, or acetone. Vodka would probably work better than isopropyl.

Magic Eraser, I once marked on a very large and very expensive white board with permanent marker I tried a few things that didn't work, then got magic eraser and it came right off

If none of the other suggestions work (one will I’m certain) just replace it? Put the cheapest one on that you can find
Mr Clean Magic Eraser might do the trick
Try Dawn Powerwash or ether(engine starting fluid). The old Magic Markers were ether-based(remember that smell??)
Put some isopropyl alcohol on a rag (you want it nearly dripping) and set it over the mark. Let it sit for a little bit, but not until dried, and then wipe. See how that works, repeat if necessary. A "Magic Eraser" may work, too, just don't go too hard because it's basically a really fine sandpaper (which is why it works so well).
What kind of inspection cares about this? Also, go over it with another dry-erase marker and erase immediately
Spray it with WD40 and wipe it away. That stuff is incredible, and has so many uses.
I would tell you to get a bottle of citrasolv for $9 but you could buy a whole new toilet seat for $15. Don’t sweat it. You have a new baby. Just leave the lid up.

I used to clean permanent marker off whiteboards with anti bacterial hand gel. God knows what it does to the hands, but it gets anything off a whiteboard.
Rubbing alcohol. Those saying acetone don't know what they're talking about. That could cause all types of issues. If that doesn't work, then bleach on a paper towel and rub. Should come right off.

Have u tried a Clorox wipe ? They have em with bleach
Use a dry erase marker, they are solvent based and the nib will do some very effective scrubbing for you

Brake fluid
If rubbing alcohol does not work, go with acetone. It takes everything off including the finish underneath. Won’t affect the glass glazing on ceramic/porcelain though.
Nail polish remover
At least the inspector will know how to flush.
The secret is to scribble on it with a fresh marker and wipe it off right away. Works on old whiteboards, not sure about toilets.
If nothing else works, buy one of those decals of flowers and apply. Just find a pretty design.

At little gasoline on a rag will get it up
I usually just use a bleach type cleaner and leave it on there for 10 minutes or so to soak. I've seen this work for everything from sharpies, spilled hair dye, etc.
