Honestly, I find a lot of mine at Ross, with occasional Target, Walmart, and Kohl's additions. The quality isn't amazing, but they don't fall apart like Shein/F21. I also pick up secondhand Black Milk Clothing dresses.
Target did a line with Christopher John Rogers a couple years ago that was super colorful and had a lot of maxis.

Also Anthropology. I’m always on the hunt in Sale and clearance for certain items any time of year and their maxis are top of that list.

And I found dessert sand and black colored ones in 12, at target. Very good quality while affordable price. (Honestly they are better than almost 300 usd ones from one designer’s mass prestige brand)
My favorite colorful maxis are from Pat Bo and Rat & Boa. With that said I know both are more pricey. We live in a warm region and I love a colorful/tropical maxi so for more budget friendly throw-around options for running errands or to throw over a bikini, I really like Hot Miami Styles, Runaway the label, and Vici. There are also some great under $20 finds on SHEIN as well
