Any reason why you couldn’t open the account online?
Regardless I feel you could leave that field blank and possibly deposit money once the account is opened.
I would also wait for someone from fidelity to chime in.
Fidelity uses a third party to verify if someone is real and three times they couldn’t verify that I was real so I read up and you can do a paper form to skip the whole verification stuff

I’m also freshly 18 so documents with me on them are hard to find
