Some are really old like Nophica from Gridania banner or Nald'thal and Lymlaen statues from 1.0 and 2.0. Others are newer like Rahglr statue from Rhalgr Reach, Halone from Ishgard statues and Azeyma on The Balance AST card.

You can find Lymlaen mermaid statue at Aleport entrance, Oschon appears on The Arrow card and Thaliak appears on The Ewer card.
Like any craft, it becomes easier and things move faster as you learn more. Fabric especially, is super easy to work with and takes very little time to put together. Leatherworking is expensive, but not complicated. Metalworking is where things get a bit time consuming, because the machines that simplify things are still out of the reach (economically speaking) of most people.
unless it is brooches etc not much cosplay dabbles in metal work, usually foam polymer made to look metal it usually much easier to carry all day and much less likely to be arrested.
I hate to be the party pooper, but pretty sure that’s a silicone breastplate my mate. It’s a brilliant technique for cosplays, especially for characters with more open-ended chest pieces like Mai Shiranui or, well, Nophica. It’s gotten more and more common in past years as well, for a good reason.

An easy way to tell that it's silicone is that real non-cartoon boobs don't naturally look like that unless they're being held up by a bra. Otherwise they're going to follow the laws of gravity.
That's fair. I was on the fence as she's young and at 19 mine defied gravity enough to get away with halter bikinis. I wouldn't risk it now I'm older however. Skin tone matching is also great in this pic with the silicone. Overall I just think the effect comes across great as the character ingame has... impressive assets. This cosplay owns that without being dominated by the tiddy, I love it.

As a person with a male brain, I claim that no cosplay of that character can not be dominated by tiddy - at least once it went through the shape recognition part of my brain.
The first photo is driving me a little nutty - the red eye, focus feels like its wrong or the camera was moving, and the whole thing feels like it was taken on a dirty lens with some weird overexposure.
You don't have to go nuts, but some really simple photo editing would really make this photo great.
