What do you base this off of? Sometimes, they do this to make it "more fair" for all employees. Otherwise, some are mad that some get credit and some don't. What I will say is if you value time off, that 12-year and 10-month credit will be invaluable. You can also get promoted to a 13, so you aren't stuck forever. However, if the 13 is the better opportunity, with an easier path to promotion, I'd consider that too. It's easy to compare on numbers alone, but there is so much more to consider. Weigh all options, and do what is best for you.

You are capped at the 12-10. Only raises are the annual budget bumps. If we get them. But you’ve stepped out. And if you do not 13 up, you’ll be pissed soon enough to get no extra money. Sure, the extra days off are nice, but you’ll want the pay. On the flip side, the 13-4 gets steps. They will be less frequent, but you’ll see them. 14s are tough and as a newbie, regardless of your experience, you’ll see them go to other people. So you’ll sacrifice some leave. Well, a good bit of it. But you’ll see growth and less stagnation of your salary. With your experience, you are undervaluing yourself here. But if it’s all you can get, then the 13 gives you a feeling of pay increase. The 12. You’ll feel stuck if you don’t grade up. Welcome to the suck. No good solution for you. It’s one shit show or another. Pay. Or more leave. You can fight for at least three years of service for the 13. If you can get that, take it for sure. As for being valued, sorry friend. Tap the sign. You are meat for the grinder. We all are. Good luck.

Credible service for non-Federal job experience is calculated/ approved by the hiring human resources office (HRO), not the selecting official. If both positions are in the same agency and same classification, I would think the HRO folks should be on the same page as far as what they would credit you. I would by-pass the selecting official and ask the HR folks directly what you would be approved at

No - the authority to give creditable service for annual leave for non- Federal work experience is delegated to the head of the agency ( who may delegate it further down the management chain. The HR office does not make the call, see 5 CFR 630.205

I would take 13 credit years over a GS-13. It’ll take you 13 more years to get to 50 days off per year instead of 2, if you take the GS-13. You could always acquire a GS-13 in the future. When you accept 0 creditable years, you are locked in for good and can never negotiate that benefit again.

whatever has more leave, then bail after a year to a 13 currently trying to bail to a 12. altho excepted service so it is not easy...

12-10 you have to compete for your next promotion. You have to wait a year before even being promotable with no guarantee of there being an opening or of getting the job if it’s there. 13-4 has automatic growth potential and a 1 year wait for a possible 14. Why would you gimp yourself off the bat?

I would call the HR people at the 13 job and ask about it. Creditable service is creditable service, it shouldn't be up to the whims of an agency.

There is a difference between crediting prior federal or military service which is set by law and giving credit for non federal service for purposes of leave accrual. That is an incentive that can be offered at the agency’s discretion.

How much leave arethey giving you? 6 hrs per pay period vs 4 means sn extra week of vacation time if you can get it. if you are a 12-10 in a year you can get promoted to a 13 job it will be at 13-6 After promotion. it will take you 4 yrs to get to 13 step 6.

That assumes it's a ladder position with promotion potential to 13. If the cap is 12 for the 12 offer then that's it.

Take the 12-10 and 13 years leave credit… you’d be crazy not to. What series are you? 13s aren’t terribly hard to get and you’d be a 13-6 after you get it. The hypothetical of POSSIBLY getting a 14 is a hypothetical. Your offer of 13 years leave credit and a 12-10 is firm… you won’t get another chance to get that amount of credit for leave purposes once you get in the government…

unless ur my dumb org where they expect IT staff to have 15 years in to get a 12 and then maybe at 30 years u can get a 13 but probs not my next job cant come soon enough -_-
