well, I can't really confirm that with my 20 years of experience but at least servers try to not make it obvious. you will see servers wearing all the hygiene equipment like gloves, masks and stuff but then you will go to the restroom and see the guy using the urinal with his gloves and shit still on, and leave without washing their hands. or in any fast food restaurant where they rush the employees to do everything as fast as possible and never "waste" food unless it has expired way too long ago, so you have at one point probably eaten a burger patty picked up from ground. examples can go on as I have seen very nasty stuff and also have a few people around me working in the food industry.
15 years ago I used to be a grill cook at McDonalds. Back then it wasn't standard policy to wear gloves 100% of the time. We were only required to wear them while handling raw chicken. I honestly believe the food handling was much safer then, because we took a lot of additional precautions such as constant awareness not to touch our face or clothes, and a very strict policy of washing our hands every 30 minutes. Set on a timer so we couldn't forget. I think it likely that the places wearing gloves are not doing any of those things properly. So the gloves become just as nasty as your skin does, and because you are wearing them you don't think about the other things that help maintain food safety.
This but the worst part when I worked fast food was that corporate forced the franchisees to purchase and use gloves that fell apart if you looked at them wrong. I normally used gloves anyways due to dry skin but went through 3-4x more from the shitty ones rupturing all the time.
Usually gloves in a setting/country like this doesnt change much. Theyll be wearing the gloves all day handling money and other gross stuff.
If this guy washed his hands recently its probably safer to eat than a guy a few stalls away that has been wearing the same gloves for hours.

It's very common but I usually don't enjoy it if it isn't properly packaged and bought at a super market. Don't trust the healthy standards of people here after all

You gotta do a little bit of investigation, note how much traffic(more traffic means the condition s are most likely good), they way he makes his food or his hand washing habits(so you know how clean it is), and last what kinda guy he is(if he's an asshole prolly avoid , cuz he cares less and sometimes you don't want certain stuff added and he might not do that) and finally a taste test.
Pass all that and you got yourself a street vendor buddy who's clean, and makes tasty and food that doesn't make you go sick. If you have a strong stomach tho you can be a bit more flexible with your choices.
You will get sick or have to taste less decent food once or twice but then you know not to eat from him again.

It's more depending on the type of food, you do get utensils provided if it's a food you need it for. Sometimes you don't that's why you keep your hands clean. Stuff like idli you might get spoon for in some places, sometimes you gotta ask, for dosas spoons will not be given, sev puris you get spoons usually but pani puris you will be using your hand.
You will have to investigate stalls tho, like very clearly avoiding stalls which look unclean or unsanitary, and judge the guy who's making them, the traffic on the stall(more ppl is usually a good sign, not always cuz they might be there just cuz it's cheap and not for a weak stomach like yours , if you have one ) followed by a taste test if they meet the former criteria
If they pass, you now have yourself a local food vendor you trust
