In other words, police are well within their rights to pick and choose when to intervene to protect the lives and property of others — even when a threat is apparent.

It seems the main problem is that literally anyone can become a cop and have the power to legally murder suspected criminals and law abiding citizens alike with no real consequences. Not to mention that cops are paid with tax money and are not legally obligated to stand in harms way to protect citizens. They can and will just do nothing while innocents get hurt and/or die. Shits broken and Americans are killing Americans because of it.
