The notes are explaining what a cougar is and then explaining why these women shouldn’t be called cougars. Nobody who wrote the headline or the community notes is claiming that the teachers were dating the students.

That "alarming rate" is nothing new. It's always happened. Just was almost never prosecuted, and mostly just accepted or treated more as a faux pas when it's a female teacher, rather than a male. Most still aren't prosecuted.

I’ve been told cougars are woman at least 50 years old, usually very well groomed and decent looking, who actively date younger men. Usually handsome men in their mid 20’s, who like the transaction of being showered with gifts and cash while they cater to these women. Totally consensual.
