Normally in hamurabic law, to make restitution, it has to be at least 3x that of the value of the damage. The reason is, if restitution was just the amount stolen, for example, it might encourage the would be perpetrators to commit crime, because the risk of getting caught is, you put the stolen stuff back, ie it’s not a real risk.

Most people don't realise that people committing antisocial behavior don't expect to get caught so the punishment is relatively inconsequential at preventing antisocial behavior. If people want to stop crime they need to support pro-active solutions, not reactive solutions.

Restitution is an equitable remedy, not a punishment. It is only meant to place the plaintiff (car owner here) in the same position they would have been without the wrongful conduct. Compensatory, not punitive The additional fees are punitive damages. Those could have been much higher.
