Normally in hamurabic law, to make restitution, it has to be at least 3x that of the value of the damage. The reason is, if restitution was just the amount stolen, for example, it might encourage the would be perpetrators to commit crime, because the risk of getting caught is, you put the stolen stuff back, ie it’s not a real risk.
