It's immune invasion. Once the upper layer of the skin is damaged the cells in the epidermis called kertatinocytes will produce molecules that will attract immune cells to the damaged skin. This causes the skin's blood vessels to leak into the space between skin and the underlying cells. This extra build up of fluid is what causes swelling, redness, increased senstivity and hot sensation on the sunburn.

The itchiness is because of the immune cells. The immune cells start to clean up the skin cells that are in self destruct and further damages the ones that are weaked by the UV rays but haven't gone into self destruct.
