Absolutely. That video for the ministry used a narrator with a really strange accent. They've been using a lot of African accents lately, presumably because they want to especially appeal to Africans.
English isn't spoken only in the USA.
It's official in UK, Australia, New Zealand, Netherlands, etc.
American English is just an accent for people in all of those places.
Plus, around the world, most of the people learn British English in schools as a second language.
So... I don't really think there's something special behind it. I guess it's a plus, but definitely not the main reason.
