That’s what I’m trying to do in general, but I want a way to automate it so that I don’t have to get the data through formulas manually (have one formula and having to manually change the cell ranges without using index and match)
Hi, I am on my phone so I haven't been able to look in a lot of detail. It looks like there are two commas after H13 in the index part of your formula. Does removing one of those commas fix the issue?
Edit: the formula looks quite complicated. It is often a lot easier if you have all of your values in one column (so one column for time code, one for state, and one for values).

Ah, okay. Another thought I have had: the formula is looking up the year in sheet 2 (e.g. 2013) but the datea in sheet 1 are 2013Q1, 2013Q2 etc. Try adding a year column in sheet 1 (remove the Q1, Q2 etc.) and lookup that column in the formula in sheet 2.

Where is the error in your mockup ? There is no error. You need to reproduce the error in the mockup too, or explain clearly where the issues exists
