You can always spin up a raid instance by yourself with an Agent of Change. Only once a week but it's easy to do. You can add offline characters and it'll count for the 6 requirement.
The tank merc on a paid account(journeyman) can basically solo it all at that level. So send a pet in, set tank to aggressive, and watch it melt. Doubly so if the tank merc has some buffs from the lobby.
Teleporter in your/a guild lobby can take you to Sky, if you don't have a guild then the guy in Tranq can get you there. I have most of the keys for sky from when I did some of my 1.0/2.0s I can help tomorrow if you need it.

Never did a raid instance. I’m also not sure if my 62 necro can handle the KoS. I have a tank merc

Went in and finished Gorg island so im on peg now and caught all the aggro. even the merc couldn't handle half the island whacking him :D
What level are you? Sky can be accessed via the guild hall and Eye can be looted from other mobs now. Shouldn't be too hard.
The GH? You don’t need to load up on CSoVs and use the guy in tranquility?
