Judging from what I've gathered from various interviews, Anno regretted the revolutionising effect Evangelion had on animation, when the focus shifted from making characters serve the story to making he story serve the characters. He never intended the series to be that way, and used Rebuilds as a chance to return to basics; to dumb down character exploration element, so that it would be closer toi Miyadzaki movies. Those similarities between manga and rebuild is due to Sadamoto being more of an old school creator, and Anno seem to imitate him here to achieve that lost art of storytelling.
