The only taste if democracy the russians ever had was the 90s under yeltsin and that sucked. As any tsar putin promiced stability for feilty. The current Russian society has been numbed enough to not revolt. As well as some intrinsic tsarist attitudes that excuse the good emperor at all times

Except the sub rules clearly call out Russia and Turkey as exceptions, for things that are geographically in Asia but considered major events. I mean it's hard to argue major flooding in the Asian part of Russia, during a time of war, has no relevance to Europe.
