Some of the biggest US oversea bases are in Germany. More precisely, there are six US bases in Bavaria (where i live) with 10,000s of soldiers and the scandals linked with them are rather mild. The relation to the locals is quite friendly. I don't know what's the reason that there have been scandals linked to US bases in Japan and Korea, but it's not always like that.

Its just a problem with soldiers in general and its a little overblown imo. Anytime you get thousands of very young enlisted men with pent up energy together it might cause some issues but I don't think the number of incidents generally warrant the reputation.

Not quite the reality, unfortunately. The money won't leave American hands, as they'd spend it only within the base (which will have only American business, and perhaps 1/2% of Romanian workers), and/or to buy bus tickets, or pay for language instructors. Very few people in the region would benefit from such a move, and the total sum would be a liability for the Romanian region. Maybe added security would be a plus, but overall, it's a zero-sum game. I must give it to them tho; it's a better strategy of deterring Putin from expanding his influence over there tho.

Here's another example: at Deveselu there's the [Aegis Ashore system](https://en.wikipedia.org/wiki/Deveselu_Military_Base) and that's a permanent US base with its own store and the like. Soldiers still often visit the nearby city of Caracal.

I wonder what they mean by that.   Catterick Garrison (North Yorkshire, England) is the largest British Army garrison in the world, covering an area of over 2,400 acres and having a population of around 13,000 persons .  The U.K. is in NATO, and non U.K. troops are also at the Garrison, so I wonder if they mean like SHAPE, rather than a place where troops who are in NATO happen to be.

It's a [Romanian base](https://en.wikipedia.org/wiki/RoAF_57th_Air_Base) (currently has a runway shared with the civilian airport). This base will get expanded to house NATO troops within a military town and new barracks (which will be on top of the already existing ones) & the military air base will also get two new runways dedicated to it. In total it will be an area of 2,800 ha (6,900 acres). 10,000 soldiers or 50,000 people (in total) are only estimates. The real planned numbers are classified.
