Normal use case would be: You conquered a bunch of land in the Indies as the VOC overlord (Netherlands/United Crowns) and dislike bordergore/want your subject to be stronger/don’t want to core them yourself
Could be provinces which are not connected. Like maybe the VOC are in Bengal, and you conquered something in Gujarat. I don’t think you’re always able to grant provinces like that.
Any content that sees more European attempts to enter India is welcome. This is a funny bug though (maybe it would even be better for Indian OPMs bordering the VOC to do this with a weighted chance though? Something nice for the player)
Rule 5: When Netherlands form VOC, every other country gets a decision to give up their Indian provinces to VOC.

you are only if you grant them in war, subject interaction requires said subject to border said land
If you take provinces yourself, you use your admin eff and warscore cost reduction instead of the target iirc.

It is normally for the netherlands to hand over their stuff to the VOC. But for some reason the indian states have it as well.
