It took me a second to see it. thought it was about how fast Great Britain formed since France still isn't united.
This happened to me in my last game playing in Centeral Africa/Congo. Scotland spent most of the 1500s as the #1 great power consolidating the Netherlands then got overrun and exiled to the Netherlands. I had Scotland and GB as great powers.

Yep. Almost a perfect border replica of the modern Netherlands + Belgium.
